Not according to director Matthew Vaughn. See this quote from an interview he did with MTV.

“Yeah, I would say absolutely so,” Vaughn responded when asked if “First Class” would be an official, in-continuity prequel to the “X-Men” movies that came before it.

Here’s the rest of the interview.

Plus, like I stated above, “Unfortunately, even if I ignore the above continuity errors as nitpicks of my geeky side, I still have problems with the movie’s storytelling.”

All of those story inconsistencies are eliminated with one glorious word: Reboot

This movie was meant to be a reboot of the franchise and not a direct prequel, hence any of the obvious stuff(Xavier walking in X3 and Origins, Xavier and Mags still being tight in X3, anybody’s ages, etc) mean nothing since this basically pretends like the previous movies don’t even exist.
